Why is draft shown in recent activity block and in "My moodle"

Hi - we are using advanced assignment (2.2). Send for marking button is enabled. email is disabled.
Why is a students draft shown for the teacher as somthing that should be graded in
A) the the recent actitvity block?
B)"My Moodle"?
In my understanding the teacher should be informed when the submission i send for grading - not earlier. The teacher is not even able to see the draft when he is in the assignment.
Will that be the same in 2.3?
Something i missunderstood?
