What is the best approach to setup moodle instance with following features?

1. There are no. of courses in moodle which contains the activities like assignment, mid-final term exam, attendance etc..
2. No. of graduate and undergraduate program running in University.
3. No. of degree under of graduate/undergraduate.
4. Some courses are same in multiple degrees, like C1 course is same in mechanical and electronics branch.
5. Admin has a right to assign same course to multiple degree student.
6. Degree student has a right to access only those activities which are created by his/her classroom teacher.
7. Multiple semesters in a degree and students get credit after completion of courses.
8. After reset course by admin, student able to access his/her previous semester report i.e. grade, attendance report
