We're on 2.2.2+. I've tested these on it. Seems not to be working...
I used the patch in the tracker item on 2.1.6+. It worked just fine. This bug has been fixed in current releases. I have since upgraded to 2.3.1. If you upgrade to 2.2.4, the assignment count will appear again. During both the patch installation and the upgrade, your assignments will get counted. It can take a long time if you have many.

At this stage, we have no plan to upgrade to 2.2.4.
Q: would it be possible to find a patch for 2.2.2+?
The tracker has a patch for the 2.2 branch. I have only tried with 2.1.6. You could install a test 2.2.2 (or a copy of your production site), make an assignment, submit with some student accounts, and apply the patch. You would then be able to see if it worked, and test to make sure it does not break anything.

I've corrected the 2 files accoding to https://github.com/rwijaya/moodle/commit/c6483eb21715321794a19b718332fda92a331566 and tested it on 2 moodles, on my PC and on the net. But it didn't work.
I might've done it wrong?
When I applied the patch, I then visited the admin notifications page to trigger the update. It then counted the assignment submissions on my site. After that, I saw a "Success" notice, and a "Continue" redirect. After that, the assignment counts were accurate. Did you visit the admin notification page in your tests?

Did it run the update script? If not, what happens if you upgrade one of your test sites to the current 2.2.4+? Does that solve the issue?
I thought of it, but the update doesn't work now for some reason.
It says,
"cvs update: No CVSROOT specified! Please use the `-d' option
cvs [update aborted]: or set the CVSROOT environment variable."
I have to solve this as well...
For the test sites you set up on your local machine, you can download the zipped 2.2.4 and unzip over your test Moodle files. Then call the test site from a browser.

My problem is, I'm not responsible for the Moodle servers. We have a server guy. I test things at my test sites first and send him the solutions... We've just migrated to 2.2.2+. I don't think he feels like upgrading to 2.2.4 so soon.

If you are on Moodle 1.9 you need to patch the code. I can get our IT Director to have a look he fixed ours etc. Cheers Paul Cook
