The table you require is 'course' and the field is 'format' changing the affected value to 'topics' will make it in the standard Topics course format.
If it turns out the contributed format is mine (Collapsed Topics) then I hope to have a stable version out soon. There is a test version on https://github.com/gjb2048/moodle-format_topcoll/tree/MOODLE_23
