It's not clear what you mean by 'Teacher/Parent' - do you mean 'user account'?
Moodle gives access to course areas, not to specific Teachers as such. Students can contact teachers through Moodle using Moodle's Messaging block - You may wish to add a messaging block to an appropriate place in your Moodle site.
Before posting questions at moodle.org, it's advisable to refer to three excellent Moodle manuals:
- Dvorak, Radana: Moodle for Dummies (Wiley, 2011)
- Cooch, Mary: Moodle 2.0 First Look (Packt Publishing, 2010)
- Büchner, Alex: Moodle 2 Administration (Packt Publishing, 2011)
...They often contain the answers.
