Is Study Planner Course Format available in Moodle 2.x version or do we have any other course formats that does the same thing as Study Planner or Study Calendar in 1.9 version.

We have updated to studyplanner code to work with Moodle 2.1, and we are using it at the OU, but I guess we have not released it yet. Once it is released, it will be added ot the plugins database and https://github.com/moodleou/.
I am working on this area. As Tim says, it has been updated, and deployed here, to work with 2.1. I've also done some testing with 2.2 and fixed obvious issues.
Really it just needs some testing with out-of-the-box Moodle rather than with the plugins and themes we use internally. No promises as to when I'll get time to do this, but I am hoping to do this and release some other things we've worked on reasonably soon.
