What version of Moodle are you using ?
To my best knowledge this not exactly a problem with the certificate module but with the library used to create pdfs :
- Moodle 1.9 and previous versions is using fpdf and fpdf don't support utf8
- Moodle 2.0 uses tcpdf wich has no problem with utf8 characters
