autologinguests does not affect whether guests can have access or not. It only affects whether they are logged in as guests automatically. If this option is set to yes in Administration -> Variables then non-logged in users trying to access a course or a resource or an activity that allows guests will automatically be logged in as guests. However if a non-logged in user tries to access an activity that does not allow guests then there would be no point in logging them in as guests, so I have disabled this autologin for those activities.
