Moodle does not offer a real grading rubric at the moment.
I you have calculated scales and outcomes enabled, then you can try to play with those, but most of the time it is easier to type your calculations manually via the feedback area of the assignment.
If you have 2.0 you can try to set up Workshop tool to achieve something similar (though it will not allow for negative marks).
