You should be able to do this, what you need to look for in the files you downloaded is an imsmanifest.xml file. If this file is in there you can load it into moodle as a SCORM course, SCORM Activity, or possibly IMS package. If there is not an IMS Manifest file it will be difficult to track. If there is only an index.html or default.htm file you can treat it like a website and link to it once its on your server. If you need help let me know.
