Moodle (the software) is pretty content free; however, the idea behind MOOCH or hubs is that teachers could share an entire course worth of content. Moodle provides a set of tools for helping to promote a social constructionist pedagogy. In terms of the Moodle.org site, that is managed by Helen Foster (Moodle's Community Manager) and other site moderators that help serve the needs of the Moodle community. Peace - Anthony
