Juan - Development:Modules_and_plugins_replacement_proposal gives the direction that things are taking and it remains a work in progress (on hold until Sam gets back) but as mentioned you can check the current status of things at MDLSITE-571 or if you are interested in what is happening with the code you can checkout https://github.com/moodlehq/moodle-local_contrib.
