Hard to say what the problem is there - could you give more details, like when you add the resource do you: set it to open in a popup window, or to open in a frame within moodle, or to fill the current window?
A possible explanation might be that you have set it to open in a popup window but a popup blocker in your browser is stopping it from opening. What browser are you using?
