If you are using a Terms and Conditions page that users must agree to, there are two places that the page is shown.
1. When the user self creates a new account.
2. If you manually enroll a new user, when the new user logs in for the first time, he will be asked to agree with the terms and conditions.
My problem is with #2 where I have enrolled a new user manually and the user is presented the Terms page at login. In the latest week build of Moodle 2.0+ The Terms page will not load. It works fine in condition #1, but not in #2.
I reported this in Tracker at http://tracker.moodle.org/browse/MDL-25775 two weeks ago, but so far, I have not had any response to that report.
Could someone test this on your Moodle 20 install and verify that it does not work?
