My Moodle/PHPEsp seems, currently, to be accessible only be administrators. Anybody else trying to get into the interface gets an error. Is it possible, and if so how, to give other users access to the interface. I can see it is possible to add PHPEsp users but I'm not sure what to add.

In the phpESP interface, you need to add 'Designer Accounts'. Use the same username as the one from Moodle, and that person will have access. If that person is a Moodle administrator, they will be a phpESP administrator. Otherwise, you can play with the phpESP privileges.
