I've been asked this question many times when I get in touch with universities and propose solutions with Moodle Alfresco and the sort.

I would advice you to pick a solid partner and sign an SLA (Service Level Agreement) with them.

Such contracts contain clauses that depending on response times and server up times express levels of vendor liability.

A good first step would be to the partners network to find vendors.
