to Add ur Head of department use following method.
go to Permissions -> Assign System Roles -> click on teacher
then add ur head of department from list.
Then if he login and on first screen he clicks on "turn editing on" he can create an activity in "Main Menu" Module on main screen without entering any course. It will be seen in all courses.
