Testing and QA

As Paul mentioned above, the values in the docs there aren't exactly...right for me? I don't totally understand what the debug value represents. I do have this in my config:

$CFG->debug = 2047;
$CFG->debugdisplay = 1;

But it doesn't give me much DB info.
