The assignment submissions are not deleted and will be stored in the Moodle database. They don't display in the submissions screen because the students are not in the participants list. If you put the students back into the course (via the course Administration - assign Roles) their submissions will return and you can grade them. You may also want to remove them again manually after this time if they should be removed from the course
