I missed the opening thread of this but! What ever the VLE that is settled on, you will be stuck with it for a long time. The major costs are not in the software transition but with staff transitions. "OMG they have a new toy and we all have to play with it."
In considering the transition one should look to the future. If we are able to follow the business maxim "start as you wish to continue" life becomes easier. We have the resources as we need them. However as budgets are finite starting at a cost effective level is usual. One feature that recommends Moodle above others is it is "extensible."
Moodle's ability to become part of a hub, allows the use of either a community on the LAN or distributed community on the Internet or both. All users being able to share the resource.
