Please someone explain the process of FTP and Moodle server.

I am trying to FTP to Moodle folder with username: administrator and password but I am getting the error message authentication. (Connection Timeout).

I am running Moodle version 1.9.2. Windows server 2003, Php 5.2.3,  Apache 2.2.3,  Mysql 5.0.45.

I would like to add that I can access the folders without FTP.  Its just that I need to give someone  access to ILP module inside moodle/mod folder. I am not sure about permissions on windows. 

I have tried using cute_ftp and ws_ftp and still getting the same error message.
