I am planning to start my degree dissertation. I would like to write about SCORM 2004 and moodle. First I will try to find a way by using the developer version. Does anyone know when the moodle 2 final release comes?

I am not a core developer, so this is just an educated guess. First, check out this progress report from the January Developers Meeting and the 2.0 Roadmap. You will see there are major portions still be done. SCORM 1.2 Certification seems completed but there is no mention of SCORM 2004 in either document. In Moodle Docs on SCORM, it says 2004 is not completely supported.
Second, refer to the beta testing of 1.9, which was rather thorough, and took 5+ months. Also, Martin has said 2.0 will not be a timed release, rather it will released when all the major portions are done. Given all of that, my feeling is that a more final 2.0 will be released sometime in the first quarter of 2010.

The word from my eavesdropping (via Twitter) of MoodlemootUK09 was end of 2009 - so, as Don says, first quarter of 2010.
The answers you have had already are basically right. The only official answer is "when it is finished".
