Just read this, and after thinking about it briefly I think it should wait for a nice good overhaul of the blocks system. What I mean is that since blocks is a "new" feature (blocks in the front page hasn't even made release yet), we probably should consolidate comments and suggestions (multiple instances of the same block and per-instance confuguration dominate my todo-list) before rushing new features in.
