Background

Purpose 

FHI 360 seeks to hire a consultant to provide support in developing a Moodle-based approach to eLearning that can be deployed across a range of development projects. The consultant will provide expert guidance on the administration and extensibility of the platform to meet project-specific needs, while identifying and recommending ways the organization can leverage content across related projects. 

Scope of Work

The Moodle Learning Management System Consultant will:

  • Meet with key FHI 360 staff involved in the delivery or planned delivery of eLearning solutions
  • Recommend proof-of-concept eLearning pilot activities with associated success criterion which will help in the evaluation of Moodle for further development and use
  • Advise on relevant features and functions such as:

  1. Question Banks
  2. Learning Objects
  3. Discussion Forums
  4. Custom Reports
  5. Multi-lingual support
  6. User management
  7. Accessibility features
  8. Development & Production Environments
  9. Virtual Instance Management
  10. 3rd Party App integration
  11. User Management
  12. Platform maintenance, including security, patches, and upgrades
  13. Importing & exporting SCORM-compliant content

  • Recommend well-tested plug-ins to tailor the platform to specific project needs and inform the design of course templates.
  • Develop 3-5 course templates that can be leveraged for rapid development of course content.
  • Develop basic guidance on authoring within the Moodle environment. Guidance should take the form of a model course that provides an introduction to Moodle functions and features.
  • Advise on administrative use and management of Moodle deployment in a multi-tenancy environment.

 Period of Performance

The consultancy may support up to 120 hours (15 working days[1]) beginning on or around September 6, 2022, and will close on/around September 28, 2022.

 Deliverables 

The Consultant will provide the following deliverables during the consultancy, with specific due dates to be determined in consultation with the Technical Monitor, within the above-mentioned period of performance:

1.      Recommended Pilot Activities & Success Criterion

2.      Summary document recommending relevant features, functions, plug-ins, & third-party app integration

3.      Course templates

4.      Model course that provides guidance on Moodle authoring

 

Required Skills & Experience

  • Master’s Degree or equivalent in Information technology, Educational Technology, E-Learning, or Instructional Design.
  • Minimum seven years of experience in management of Moodle-based Learning Management Systems (LMS) and design of eLearning materials and courses.
  • Experience with the management and maintenance of Moodle use in a multi-tenancy environment
  • Extensive hands-on experience of supporting and developing web-based applications in PHP and various frameworks.
  • Ability to manage and implement front end/server-side infrastructure including web markup (e.g. HTML5 and CSS3), AJAX, JavaScript and PHP.
  • Experience with MySQL and writing complex SQL queries.
  • Experience training and developing written guidance materials.
  • Excellent oral and written skills in English.

 Location of Work

This consultancy will be via remote/telework. The consultant is expected to be able to work Eastern Daylight Time[2].

Travel

No travel is required.

 Evaluation Criteria:

Proposals will be evaluated in accordance with the following criteria:

  • Award will be based upon best value (a combination of qualifications and proposed daily rate); interviews with shortlisted candidates may be held, and references may be checked. 
  • Payment will be based upon Level of Effort (LOE) with reimbursement for approved related budgeted expenses. 

Required Documentation: Proposals must include the following components:

Cover letter that: 

o   indicates how the candidate meets the minimum requirements for the position, including minimum requirements for education;  

o   explains the candidate’s process to accomplish the stated tasks;

o   includes stated rate of pay (daily rate); and  

o   includes names and contact information for three (3) professional references  

  • CV/resume

·     Covid-19 Safe Federal Workforce Provision for US Based Consultants:  The selected Consultant will be required to be fully vaccinated (2 weeks after 2nd dose of a 2-dose series or 2 weeks after a single dose vaccine) and provide proof of vaccination to the FHI 360 when requested and prior to receiving work from FHI 360.   Selected consultant shall be required to comply with all Covid-19 safety protocols implemented by FHI 360.  Covid-19 provisions may change at any time and without advance notice.

·        FHI 360 may perform a background check on any selected Consultant candidates.

·        FHI 360 may cancel the solicitation and not award

·        FHI 360 may reject any or all responses received

·        Issuance of the solicitation does not constitute an award commitment by FHI 360

·        FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions

·        FHI 360 will not compensate any offeror for responding to solicitation

·        FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion

·        FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities

·        FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition

[1]  “Working day” is defined as an 8-hour equivalent work period, with less or more than 8 hours paid on a proportionate basis, for work performed up to a maximum number of hours/days provided in the Agreement.
