I need a price / advice for this please!

We have a large website, with pages being added and SEO'd. There's two pages for each subject, one has video which runs for 30 seconds, and then stops - this is open to everyone... then there's another page, which is done on a pay per access (username / password) with admin overide. This needs to be coded so it can be accessed by other SCORM compliant websites, so the paid videos can be embedded seamlessly in their site. We need it so ideally from the admin, there are different "levels" of purchasing to view the videos. So £10 paid by paypal would allow unlimited downloads for a limited time period. Then there would another setting, which would be paid by invoice and setup by admin which would be suitable for schools, and that would allow unlimited access through a school's intranet.

Finally this whole arrangement MUST be scorm compliant.
