Specifically the Moodle resource must have current Moodle expertise (the application and implementation requirements change frequently). They also must have the expertise to work with a infrastructure architect and PM to deliver the initial assessment identified in the following:
1. Assess the current Department environment and produce a detailed Moodle implementation plan to meet the learning management needs of the Department. This plan should include:
a. Number and optimal location of any necessary replication servers.
b. Specific version number of the Moodle product that should be installed to best meet the needs of the Department as well as the recommended platform (Windows is preferred when possible).
c. Specific Moodle modules, along with version numbers and configuration options, necessary to meet the needs of the Department.
d. Any non-default Moodle configuration options that will be necessary to meet the needs of the Department.
e. Identify any shortcomings of the Moodle product with respect to the requirements of the Department and recommend strategies for mitigation.
f. Cross training ITSD staff on the implementation.
g. Recommended configuration on State provided servers to host Moodle.
h. Projected implementation plan timeline.
i. This deliverable must include an estimated cost for the implementation of the plan.
2. Assess the current DMH external system integration for an LMS and produce a detailed integration plan. This plan should include:
a. Recommended approach for integrating the Statewide Human Resources system with Moodle to periodically load the DMH organizational structure.
b. Recommended approach for integrating with the Statewide Active Directory for authentication. (user population may include multiple domains).
c. Projected integration plan timeline.
d This deliverable must include an estimated cost for the implementation of the plan.
3. Assess the most advantegous security integration with Moodle for the Department and produce a detailed security plan. This plan should include:
a. Recommendation for the setup of the role based security within Moodle based on the organization structure of DMH.
b. Projected security plan timeline.
c. This deliverable must include an estimated cost for the implementation of the plan.
4. Recommend an approach and/or process for migration of training courses, materials (tests, etc.), and data from the existing LMS and ancillary sources and produce a detailed migration plan. This plan should include:
a. Identify the training courses, materials, and data to be migrated.
b. Plan for migrating the existing inventory of training courses from various sources as well as existing training records.
c. Projected migration plan timeline.
d. This deliverable must include an estimated cost for the implementation of the plan.
5. Assess the current and future DMH reporting needs and produce a detailed reporting plan to meet the reporting needs and requirements of the Department. This plan should include:
a. Documentation of the reports included with the default installation of Moodle; along with a description of reporting options.
b. A recommendation for reporting solutions (use Moodle built in functionality or extract data and use existing agency tools).
c. Projected reporting plan timeline.
d. This deliverable must include an estimated cost for the implementation of the plan.
6. Recommend training for DMH staff on how to use the Moodle Learning Management System. This plan should include:
a. Most efficient method based on DMH facility and employee structure.
b. Training sessions based on user roles (Administor, Reporting, End User, etc.).
c. Projected training plan timeline.
d. This deliverable must include an estimated cost for the implementation of the plan.
