We have developed a bunch of new themes, including various high-contrast (HC) combinations and large font, trying to replicate various accessibility needs as they are offered in the Techdis Toolbar (from the UK's Accessibility agency Techdis ). These themes have been developed for Moodle 1.8.2, suitability for prior versions has not been tested. Preview screenshots are here, and you can download all or individual themes from here.
Hi Tony,
The new accessibility themes you have developed look great - thanks!
To ensure people can find the themes, perhaps you could add one (or more) to the Moodle Themes database with a link to the download page for the other themes.

Hi Tony,
I second Helen - thank you for doing the high-contrast yellow on black and other themes. Very useful!
Please add them to the themes database. I'll give them a try, and perhaps we can take this further.
Best wishes, Nick
(And you've cross posted to the Accessibility forum - great!)

Good point: we've now added these themes in to the Themes database here on moodle.org.
Btw, does anyone know if it's possible to get stats on how often specific themes get downloaded from moodle.org?
Since the themes are not actually hosted on moodle.org (they are hosted on your server), you can add your own counter script if you like.
