I'd like to understand what are the differences between SCORM and IMS CP. As far as I can see SCORM uses IMS, but usually content can be exported (in eXe or other tools) as SCORM or IMS. It would mean SCORM is the same as IMS and have additional features?

Here is my understanding of such things. IMS is simply a method of packaging content for web based learning management systems that uses Metadata to pass information to its resources. It was developed by the IMS Global group and was the original way to do things in LMS systems like Moodle.
SCORM was an attempt (in the U.S. by the military I believe) to define a "standard" way of doing this so that packaged content would work on any LMS (or could be shared on any LMS) that followed the standard. SCORM adopted the work started by IMS Global and integrated it into the SCORM standard. Thus the reason the two look almost identical, althought "under the hood" this is not always the case.
In terms of Moodle I do not believe IMS passes information to the grade book where as SCORM has a consistent and standard way of doing this (in theory
) so is used for that purpose (although I could stand to be corrected on this).

It depends, The the "add resources" block of Moodle is not set up to have you load a SCORM block. I don't believe it would function properly if you did (ie: Return results, etc.) Having said that I' have never tried this and could certainly be corrected on this point.
The "Add an Activity Block" must have SCORM (or other compatible format) for the results to be returned correctly and recorded in the LMS & Grade Book. As of now Moodle has only been certified for SCORM 1.2 (unless this has recently changed).
Perhaps one of the core developers in this forum here could provide some more insight here.
