Urs - I'm in full support of option 2 and will start this cleanup at the end of my process as well. CSS in the way that you've presented it is the way I'm accustomed to reading and writing CSS.
Doesn't #1 already exist though? Isn't Moodle stripping out the white space in CSS before presenting it to the browser?

The idea of a "sideblock" no longer exists. Since we created regions, these "blocks" can theoretically and practically go anywhere (even in the center column). Therefore, it seemed appropriate to rename the historical .sideblock to just plain old .block.
If you want to style sideblocks, you can use something like:
#region-pre .block
or
#region-post .block

That's exactly the sort of thing I would love to see, actually. Perhaps we could build it off the YUI menu? That would make my clients and me very happy.
