It's not much, but it's a start.
I'll do my best to come up with more practical reasons why templates are needed.
Overall, though, I'm a.) getting sick of telling clients that they can't change certain aspects of their theme without altering the core code, and b.) seeing a lot of great design inspiration that will never make it's way into a Moodle theme since it's simply not possible.

Yes. The code Joseph has referenced is in your theme's header.html file. Is that all you were waiting for? Or, is there something else?
