The clearfix has been added.
The em is unnecessary as CSS can accept a number as ratio in its place. In fact, some suggest it's best practice to leave the em off:

Your pointing to the base theme was a big help. I'm almost there. I've successfully gotten rid of the horizontal shift and a border issue. Now I'm seeing a slight vertical shift with every load.
Any insight?

Thank you, Mary. I will try the javascript-disabled class. Strangely enough, reading this reminded me that I knew this already. We'll see how it works.

A couple days ago, I committed a new theme called Fusion to the Moodle 2 core. It's different from any theme I've ever created. The heading is embedded in the content section. It has a custom menu bar with a slight glitch that I still need to work out.
With this being a completely different Moodle theme design, I'd like your help testing it as early as possible. If you have the time, please grab the most recent version of 2.0 from CVS and give it a whirl. Feel free to post questions here and issues to the Tracker.

I'm not exactly sure what's going on there. I saw something similar on my local install the other day. My opinion is that the only theme setting page that should show here is the theme currently selected. Otherwise, with a proposed 20 themes in the Moodle core, we'll end up with a pretty long list of settings.
