Under these circumstances, the White House can severely disrupt the ICC's activities with the stroke of a pen, no reasoning or judicial precedent necessary. P.S. Obviously, I think Open Education & OER's are probably the most likely avenue to push for reform, i.e. commercial publishers would have to find ingenious ways to compete with all the benefits & flexibility of OERs.
