I am not sure how many developers are in the forum. There are quite a lot of resources here at Moodle.org for you to do your own research on Question 1. This would be a good place to start http://docs.moodle.org/en/Future
Question 2 is very broad. I think that you will be in a better position to make it more specific after you have done your work on Question 1.
