The other (short) answer is it depends   since your costings will depend on the issues that Don indicated.  Since the decision has been made to go with Moodle, the remaining questions are how to implement it (hosting, training, etc.)   If you have the time to do a pilot, you could learn a lot with a pilot implementation with evaluation. Some Moodle Partners have different levels of hosting where you could grow into the implementation over time.

Not sure if this has been posted ( or that this is the right place) but there is an e-journal special issue that may suit Moodle papers.

My husband and I are flying out to America on Sunday for 2 weeks travelling around Cailfornia followed by a conference in Las Vegas.  We are really excited about the visit and also curious to see how the news looks from a different perspective.

The London bombs are an outrage - sad but not unusual - but the good news is that Londoners are getting on with their lives.
I think we should not forget G8 that was also a likely time trigger for these bombs.  Some good was done there but there is a lot more to be done.  Perhaps our American moodlers can exert influence on their president on the subjects of free trade and reducing CO2 emissions.  That will also save lives.
