I've done a little more testing with this. I created a custom user profile field and populated the data for one user but not others. When I tried to Show missing field users (Moodle usually uses inital cap rather than capitalizing all of the words) I did no see any users showing up. When I tried this with an optional field (webpage) it worked as expected. So there may be an issue with user profile fields to look into further. Also, the text of the buttons seemed to be hard coded rather than using get_string which means that the text on the buttons is not translatable. You may want to consider adding those language strings. In any case, the major issues have been addressed so I am going to approve this plugin and let you work on resolving these other issues as you wish. Many thanks for sharing this plugin with the Moodle community. There are a few things to tidy up:
1) All Rights Reserved
2) Moodle version for which this plugin is intended
3) missing addinstance capability in db/access.php
4) change Github repository name to moodle-block_profile_field_identifier
