That sounds like it could be a syncing or caching issue in the gradebook system when new activities are added. You might want to check if it’s a display bug or if the IDs are actually being reset in the backend. Clearing cache or refreshing the gradebook setup sometimes helps, and it could also be worth reporting if the issue persists.
