Note that as of September 2015 Peter Win's easyChem has been 'rebranded' CharChem and is now hosted at http://charchem.org (though http://easychem.org currently still works).
The Terms of Use remain that the system can be used free of charge for the purposes of research and education.

Hi Ruth - It seems to work on my 2.9 system. What browser are you using? Does the firefox JS console show any errors? Also maybe your JS cache needs purged on your Moodle install.

Does this work in 2.9?
I've installed the filter, turned it on and added the atto button. The button appears but doesn't bring up the editor window.
