Sends a welcome message to new users, sends a notification to a moderator of the new user creation

Moodle 2.5, 2.6, 2.7, 2.8, 2.9, 3.0, 3.1, 3.2
Usage:
This plugin sends one email message to users that are new in Moodle and one email to a moderator.
This will work to all standard moodle authentication systems:
- manually created users
- users that signed up
- users authentication through LDAP
- all other standard authentication systems
Configuration can be done using:
Site administration->Plugins->Local plugins->Moodle welcome
Configurable fields are:
enable / disable welcome messages to users
enable / disable welcome messages to moderators
message send to user
message send to moderator
message subject for user
message subject for moderator
send from firstname
send from lastname
send from email address
moderator email address
Installation:
Download and install in your /local folder in moodle's wwwroot
Run Moodle notifications,
Configure your email messages / moderators etc

I'm going to repeat my "wishlist" item from October, 2014: Filter who the message goes to. I'm probably asking WAY too much, but I'd like to send it only to teachers at our school (xxx@ourschool.com) and not students (xxx@student.outschool.com) OR send different messages to the two groups.

The version of my moodle is 3.3.2+. I've installed this plugin but I never got the e-mail (I've tryied creating accounts manualy and by e-mail). I got all system e-mails correctely.
I was wondering that is would be a problem about my version, but I just saw that Rajendra Prasad (comment above) got same problem using a compatible version.
So my question for you: is it a version problem, plugin bug or am I doing something wrong?
