We have this running on a test instance of 3.2. It appears to be functional and configurable however email notifications don't appear to be sending at all.

Hola!

I was able to install this plugin in Moodle 3.9.4 by unzipping the installation file, changing "block" to "blocks" (plural) in line 2 of the install.xml file and then zipping it back up into an installation file again.
