This plugin is intended as a replacement of the core atto_fontcolor plugin, allowing the Moodle admin to define a set of colours to be available.

This is intended to be a replacement for the core fontcolor Atto plugin, allowing the Moodle administrator to freely define a set of colors that can be used by users. If allowed by the administrator, users can also use a color picker to chose any possible color.

I'd like to point you to https://tracker.moodle.org/browse/MDL-46531 where a patch to make the font and background colors editable in CSS is already in the works.
But I like your solution to have a configuration option in the Moodle admin GUI even more.
Would you be able to create a similar problem for background colors in Atto?

Thanks for pointing this out. I'll follow it closely, to try and avoid having two developers solve the same issue in different ways.
As for the background colors, I guess it would be very similar to make, but we don't have any plans about this (yet).
These are the colors:
#c00000
#008000
#0070c0
#800080
#d60093
#3c3c3c
#737373
#ffffff
I suggest that these colors should be the moodle default.
It's important to note that these colors are only accessible on a white background. The theme that’s being used must be considered when choosing a set of font colors.
Plus, are you sure that text in #ffffff color on a white background is accessible? Did I misunderstand something?
You're absolutely right!
text in #ffffff color on a white background is definitely NOT accessible.
I forgot to mention that the white is the only exception on the list.
The reason we've decided to include it, is in case somebody wants to use in on a dark background.
(With hope that our users are sensible enough to use it wisely)
