Q1 & 2: Yes, the idea of Free and Open Source Software is a change of paradigm. Read about the GPL http://www.gnu.org/licenses/gpl-2.0.txt, which is also the https://docs.moodle.org/dev/License of Moodle.
Q3: Accidents happen. But no software developer takes responsibility for accidents at the user end!

The VPS with 2 GB of RAM and SSD file storage should be more than sufficient performance wise - unless those 30 students take an on-line exam in the same minute. If it is the case, read the documentation of this forum. (They appear only when you start a new discussion.)
The storage question no outsider can answer. Take 2 GB away for the whole software stack, I am assuming Linux, you have the rest for user data, temporary file storage, course backups etc.

Your research is much appreciated. The argument for the "dormant" was that, one can revive them in case they come back, without losing the contact to their work - which I understand. But to my knowledge there is no web interface to revive such users other than you get errors if you try to create an identical user again. Must admit, that I haven't tried recently.
So a safe strategy would be to first delete the user through Moodle, if no reaction after a certain time period, delete the corr. row in the database(?)
