The reason is that the assignment has a built-in PDF viewer / annotator.

That's not a Manager. Manager is not a course role. It's intended for access at Site or Course Category level.

Just to confirm... this happened immediately after that screen? You *definitely* hadn't tried before / had an aborted installation / had a half built database or anything like that? This was a clean install, not an upgrade or migration?
This is odd because analytics are off by default. And I also can't see why that code would be running during installation.

You're right. It's a limitation of Group Assignments. Groupings are a possible workaround - or would have been.
