Delete the 'muc' directory in your moodledata directory (and all its contents). That will restore your cache settings to default.

Is there any more to this story? Did the site ever work? When do you see this error (I'm guessing on the main page - but just checking)? If it did work, what happened; what changed?

I think you're going to be dissapointed. As far as I can see, there are no web services to edit questions.
