Probably best not to post Word attachments. Many people (including me) will be reluctant to open them.

I am intrigued how/why you came to this conclusion. I may have missed something. I can't see where the OP mentions that he is using a non-core plugin.
The thread asked the OP to check their local firewalls. It turned out that the firewall was blocking access to download.moodle.org.
The same checks apply to you. Speak to your networking team - or equivalent.
What s $CFG->wwwroot set to in your Moodle's config.php?
Unfortunately, I have never heard of "Etherpad". As this must be some sort of add on / plugin - I would take this up with the developers.
