I had a look and don't see anything, either.

My usual plan, for this kind of thing, is to wrote a local plugin that implements the external API that you require. I've ended up with a plugin that defines API interfaces for all sorts of random things.

As the others have said... core Moodle should be fine. It will have been extensively tested with PHP 8.3. Optional plugins much less so.

If this is a University site I would anticipate that prospective releases are extensively tested on the versions of server software you expect to use with all the plugins you will be using. There really isn't any way round about it.
