Moodle 3.8.3 on 1and1 hosting Click-and-Build offering.

I am having an interesting issue with Moodle on 1and1 click-and-build. Moodle is fully operational and functioning properly but (at so far random times) the files php.ini and set_path_info.php both disappear from the root of the site. I have even set permissions to 404 on these files but they keep disappearing. Restore the files to the root and Moodle images and Site Administration are fully functional again.
I am trying to determine where the command that removes the files is coming from - Moodle or the hosting service? Ever seen a web server delete files that have 404 permissions?
I don't know if the click & build "feature" of 1and1 hosting re-writes the folder? (php.ini and set_path_info.php were not part of the original click & build instance.) I had to use the click & build option for Moodle as I could not get a functional site by building it myself.
