I recently upgraded from 1.5.3 to 1.6.6 to 1.8.x to 1.9 (weekly) and in that process, my instructors and students all lost ability to send messages to each other.
As an admin, I can do it perfectly but throughout the site instructors and students can no longer do it.
Any suggestions?

Please go to "Site Administration > Security > Site policies", then check "Enable messaging system".
