I am not sure about the "at the rate of" so am posting a simple expression that will be interpreted by a working moodle tex filter if you delete the slashes:

\$\$a+b+c\$\$

Additionally, I have tested HotPotatos with asciimathml and that means HotPotatos should also work with a tex filter as well.

Once you have a basic tex filter working (see Mauno's comments as well) you may want to explore other options for filtering mathematical notation.
