I've just upgraded to 1.9 (latest weekly), and now I'm unable to post news to the front page, even when logged in as an administrator - the 'post new topic' button does not show up. Am I missing something?

Please check that the defaultfrontpageroleid in Administration > Front Page > Front Page settings. It should NOT be set to guest.
If you want logged-in users to participate in front page activities, then set the default front page role to student, otherwise just leave it as "None".

I had a similar problem but with Moodle 1.8.5. This happened when I was using Firefox as a browser, but not with Explorer.
Have you tried with a different browser?
