Problem on install - The 'Web Address' does not appear to be valid

I'm hoping someone can help with this.

While trying to set up Moodle 1.9 on a Windows 2003 Server I get an error during the install.php setup. There is already a copy of 1.8 running successfully.

The error reads:
The 'Web Address' does not appear to be valid - this Moodle installation doesn't appear to be there. The value below has been reset.

Apache is already running from the previous moodle site, I've moved the new moodle folder into the web directory and created a separate database for this new instance. When I go to the web address for the site the install.php page appears and it passes all of the system checks but it won't proceed past specifying the Web Address, Moodle directory, and data directory despite the fact that it sees the install.php at that web address and starts to run the install procedure.

Check $CFG->wwwroot in config.php.

Thanks for the suggestion Tony!

I ended up having someone look at it and they managed to get it running in a few minutes, there was some small setting that needed to be changed.
